Why there is no banner
A consent banner exists to collect your choice before a tracker that is not strictly necessary is set. With no such tracker, displaying one would be misleading: it would suggest that you are consenting to something. There is therefore nothing for you to refuse here.

If a tracker subject to consent is added, a collection mechanism is put in place before it goes into service.
